This, I believe alot of people say it's Hydrokinesis or Aquakinesis. It's practically PK with water, but it's all the very same thing.
You can easily make ripples in the water using basic push and pull with PK. You can also place a tooth pick in the water to ensure you actually effecting the water itself, but the tooth pick will need to remain in one spot.
You can also try to spin the water as you said, with a little bit stronger PK than push or pull. Also, using the toothpick on the water surface will be able to help you with push and pull, spinning, and even test small levitation, since the toothpick weighs almost nothing in water.
The way I see this, is liquid has a more free flow throughout itself. The ground, rocks and dirt are far too hard to try to fall through, and you just have a rougher time going deeper, where things are not so free. This can lead to being able to help possibly(and I may be going somewhat farther than I normally pay attention to) walk on water.
Liquids are in fact, capable of having a solid float upon them, such as wood, foam, and small insects. Where as the ground, pretty much holds what you see. But both liquids and solids have a flow to some extent with things flowing through them. Same for gases, but solids are less likely for something to pass through. Gases, no problem. Liquids, will slow you down to some extent, in which case can possibly lead to being able to walk on water.
This is why getting energy flow on solid objects such as a table, or a couch, or the ground, to spin a psi wheel, or push an object, is more complicated to get the results you would normally get. This would also make levitation somewhat, harder since your not getting much flow beneath you to actually lift.

Interesting. I have never thought about it this way and it seems to clear up a few things.
There's a downside (or upside =D) to using water for levitation practice - I think that viscosity would make it a bit more difficult than levitation from a solid surface. Anyway, this means it's good to practice with water and later find it easier to levitate objects in the air.
Just a sidenote:
I'm not sure, but I think that there are also methods for which getting enough air flow under the object is not required. I haven't been able to successfully experiment with it yet, but I read somewhere that some people visualize helium balloons providing lift for objects. It could be possible to also somehow shield against gravity or at least to displace the "charges".

(Extension of youtube comment on Owltwelves video) I've got it How about a target glass on one side and a shielded glass on the other. Demonstrating the stream as a straight line affect the output using pk to move the water into the target glass and away from the shielded glass. Starting with both relatively close to the stream then further as you progress.If you can fill the target glass faster than the shielded it would make this a very useful discipline indeed You could even demonstrate the effect by flipping a coin to randomly choose target. (500 characters just not enough.)
I think the higher the water streams from the more exagerated an effect you could get this is awesome. I really enjoyed this video!

I recently made a wind entarainment binaural beat file, it's to long for youtube, so I'm trying to figure out how to share it with you guys. I'm making one for the other forces as well, I have found it quite effective in my development. Maybe, I can just make a CD and mail them, or zip the files & put them on some kind of FTP.

That was somewhat too quick - the typhoon was almost at the island already when I made an attempt yesterday evening. It seems like the typhoon moved over the island at category 4 and dropped to category 2 after leaving the island (http://www.tropicalstormrisk.com/tracker/dynamic/201015W.html).
Anyway, the experience was far more powerful than any previous pk experience I have had so far. The experience was also different - when I returned into my body with my consciousness, I felt the typhoon inside me.
Again, I don't know whether what I visualized was the actual typhoon or I ended up creating a construct on my own and attempted to stop that instead (I think that's what I ended up doing on the hurricane). This time it felt better and more real though.
We can bring it down to tropical depression before it reaches Hong Kong, guys! Time for more work tonight.

Sussch says there was a momentary drop is the category level, but we did start kind of late. It still has more places to hit so we can keep working on it. I must admit though, that I haven't focused as single mindedly on this storm as I did for Igor. The current energy work I've been doing is more overwhelming than I expected it to be, and a little dangerous if you don't focus properly. I will work harder on it tonight before bed:)
On the entrainment files; the version of my software seems to have a bug with the exporting, so I am upgrading to the newer version. It's better much anyway, because I will probably be able to ad in the visual aspects as well. Meanwhile, I am aslo writing some for other elements besides wind, as well as some entrainments for construct building:)

@owltwelve: Yeah, it is dangerous. It seems that the source of those headaches and sudden pain strikes in the body were related to the attempts on the typhoon.
Forgot to do it yesterday night and today there's no pk hangover. I started to meditate on healing my headaches again, then went to bed and fell asleep immediately (not enough hours of sleep for a few days again). And I see that Megi has risen to category 4 in the meantime.
There has been quite a large drop after leaving the Philippines - from cat 4 to 2.
