So far I've only managed to slightly twitch a psi-wheel in a closed container.
There's a way to learn from these videos. We can watch many of them (or multiple times), trying to feel what the author is doing and assist them. At least that worked on Owltwelve's videos. I haven't been able to do that for a while now . Perhaps it depends on the target person (needs an empathic link)?
